This presentation describes the French Low Energy Buildings Effinergie® label and its main success factors. It was presented in Shanghai in September 2008 and is a part of the French “Chinese Eco-Cities and Future Sustainable Buildings” Project, funded by the French Treasury Department.

This paper was presented in May 2007 at the International Building Council (CIB) Congress in Cape Town in South Africa. Based on several evolutionist economics researches (Saviotti, Gallouj), the paper proposed a socio-eco-technical approach of innovation in the built environment cluster.
